West Exit seems like your best bet, alternately, you can take the JR Chuo-Sobu Line (Local Service) ';yellow colored train) One station over to Okubo Station, the Apartments are near Okubo Station.

Taxis are available on each side of the station%26#39;s exits. However, I agree west side is the best since it gives the most convenient access to Fraser.
